Vietnam Adoption Alert from US Dept of State

Notice: U.S. Department of State to delay resuming adoptions in Vietnam

The United States has determined that it will not resume intercountry adoptions in Vietnam on February 1, 2012, when the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption will enter into force there.

Despite Vietnam’s initiatives to strengthen its child welfare system and ensure the integrity of its domestic and international adoption process, it does not yet have a fully Hague compliant process in place. We continue to caution adoption service providers and prospective adoptive parents that, to ensure that adoptions from Vietnam will be compliant with the Convention, important steps must still take place before intercountry adoptions between the United States and Vietnam resume. Adoption Service Providers should not initiate or claim to initiate, adoption programs in Vietnam until they receive notification from the Department of State that it has resumed adoptions in Vietnam.

Senegal Adoption Alert from US Dept of State

Alert: Suspension of New Applications to Adopt

The Government of Senegal has announced that it is temporarily suspending all new intercountry adoptions while it focuses on implementing the Hague Convention on the Protection of Children and Co-operation in Respect of Intercountry Adoption (the Convention). The Convention entered into force for Senegal on December 1, 2011.

U.S. Embassy Dakar officials met with Senegalese adoption officials on February 9, 2012, to clarify which cases would be included in pipeline processing. The Government of Senegal has stated that transition cases where a Form I-600A or Form I-600 was filed with the U.S. government prior to December 1, 2011, will be allowed to finish under the previous “orphan” process. However, the Government of Senegal will not accept dossiers for new adoption cases until Senegal finishes implementing the Convention.

The U.S. Embassy in Dakar has not been provided with an expected date by which the Convention will be fully implemented. Please continue to monitor adoption.state.gov for updated information.

Notice: REGIONAL SUSPENSIONS ON ADOPTION PROCESSING IN RUSSIA

The Department of State has received reports that local departments of education and some judges in Russia have instituted a de facto freeze on adoptions to the United States. In some instances we are told that local departments of education have refused to provide referrals which are necessary for agencies and families to schedule court dates.

The Department of State has not received official notice that adoptions to the United States have been suspended and continues to work closely with Russian authorities to obtain as much information on the situation as possible. Updated information will be provided as it becomes available on www.adoption.state.gov.

Adoption Notice: Democratic Republic of Congo

Prospective adoptive parents considering adopting in the Democratic Republic of the Congo (DRC) should be aware that the U.S. Embassy has received reports that a number of legally adopted children, including those with valid immigration visas to the United States, have not been promptly released by the orphanages to their new adoptive U.S. citizen parents or their legal representatives.  In most cases, the orphanages have eventually released the children into the care of their adoptive parents or legal representatives.  Police intervention has been reported in some cases at the request of both orphanages and adoptive parents. 

The U.S. Embassy has limited authority to intervene in these situations, but encourages adoptive parents in such a situation to notify the Consular Section.

Haiti adoption still in hiatus, but consider “famn pou famn”

Vera Valdivia has initiated a micro business to help Haitian women with children make a living.  The women are knitting purses and bags, and they are sold to women any where.  They need donations to purchase supplies.  Thank you to several families who have already sent donations.  Donations can be made through Paypal to International Child Foundation or by check to the office, ICF, 11449 N Mandarin Ln, Tucson, AZ 85737.  All donations go to Vera to for the start up and she plans to go to Haiti in April.  We are hoping that she may consider living there, again, so we can look into working with her again.  We love Vera!

Mexico Adoption program moving forward

We have several families now in various stages of their adoption process, 15 in fact, with three more in the agency approval or home study stage.  Ricardo is going to court for one family next week — this is the last step before getting the new birth certificate and making the trip to Mexico City!  Wonderful!

There is a new Director at National DIF.  Due to the issues that started with investigations of Irish adoptions from Jalisco, everyone is being extremely careful that the regulations are followed precisely.  We expect there to be a national database of available children soon, with the states sending info on legally available children to the National DIF.  This may help speed up the referral process.  That is generally the longest step in the process.

Welcome to new Infant Adoption Families!

We have three new families entering in the ABC Infant Adoption program!  Thank you and thanks to the agencies who have referred them to us.  :)

More good news, we placed two babies last month with very happy families!  We have one family waiting for their birthmother to deliver, probably this weekend or next week.  And, another family matched last week.  We are really grateful for your recommendations, patience and flexibility!  Adoption is a bit of a roller-coaster and we know it takes courage and perserverance to get through it.
