International Child Foundation was incorporated in 2004 with a mission to serve children in need of families. ABC Infant Adoption, our US domestic adoption program, became part of International Child Foundation in 2008. The founders and board members of International Child Foundation include professionals from the areas of adoption, education, medicine, science, technology, business and international studies. Several board and staff members are adoptive parents as well.

acqueline Semar “Jackie” is the Executive Director and an adoption professional with over twenty years in social service. Jackie is also an adoptive mother. She is well known as an adoption speaker and the author of many adoption education materials.
Home Study & Birth Counselor Staff
We have a diverse team of talented, compassionate and professional home study caseworkers, many of whom are also adoptive parents. Our social workers and birthparent counselors provide education and support to families throughout the adoption or home study certification process.
